1 TeV or so is the experimental scale we've probed without encountering quantum gravity. It's also the order of the weak scale. The idea was that the so-called "desert" between 1 TeV and 10^16 TeV (the natural scale of quantum gravity) might be dispensed with. 1 TeV is sort of a lower bound and optimistic guess, not too much more.
