Repulsive Gravity

On page 67 of the August 2000 Scientific American, the authors of the article "The Universe's Unseen Dimensions" state that one extension of their basic theoretical framework leads to repulsive gravity for masses separated by less than a millimeter (now .2 mm, from recent experimental results). Could anyone explain how this can come about?
