Another perspective is that the Photon/ energy hv planck/Quanta..contains many fractional states, that are not a parity of low energy wave functions, but are quite possible, made up of virtual photons, these packets within packets states are Entropic, and are higher energy states, contained within, not so higher energy states.
A photon packet hv can carry within a quantum packet, but dont take my word for it, it only a perspective.
