In the gravitational expansion model, the raisins would expand also. The expansion rate of the raisins must be a little more than the expansion rate of the universe. However, there is a further breakdown in the analogy, and the interplay of all four "forces" must be accounted for in the expansion model. Trying to fit all this together from the top down results in all sorts of misconceptions and illusary contradictions. We must try to evolve the Hubble expansion as an expression of the four "forces", not the other way around. Thanks, RTH
