Time is a dimention for the simple reason that you can give a co-ordinate for a point--(x, y, z, t)--where it is in space and time.

The starting point for time in the formulas in physics is when the observation, experiment, etc. starts.

For example, for frequency, the time starts when the photon is emited from the source.

The same thing is done every day with space and no one says anything about it. When you measure something with a ruler you are starting a measurement at a point in the universe. That point is certinally not the beggining of the universe.
