Now you have made it clear! Conceiveably something could be built that would be huge in the middle and tapered to a point at the ends. If it were sufficiently long (300,000,000 kilometers) and made to rotate once a second then the matter at the tip would be moving fast enough to disintegrate into energy.

The mass effect you were first referring to is a misconception. You can only add mass by using an energy source like photons, neutrinos or other matter particles that add more matter to that which is already there. You cannot add mass just by spinning an object that is attached to a shaft.
